Your other 2 choices are to have no minimums which would allow people to go into the woods very under "gunned" or raise the minimums and possibly keep a lot of responsible hunters out of the woods because they can not handle the new minimums. Not necessarily.... IMO , you could easily assign braodhead standards to the weight standards and effectively increase penetration potential for lighter bows. That's one method and there are more options available. Biggest thing about minimums is that the standard doesnt dictate common sense or even suggest it. Minimums give the novice a false sense of security IMO
