The 2 inner white rings of a 5 spot target is 3", 85% to 90% of the shooters at our shop who shoot at least 3 days a week hit that at 20 yards all the time. Archery is a sport of accuracy, in order to achieve that it takes practice on a regular basis year long, not just shooting a couple weeks before season starts.

I have been for testing for years but to no avail.
I was told that NY had a practical for the first three years but AMO protested and lobbied to eliminate it. (told this by one of the founding members of the NYSBA)
It's sad.
That said... There is no reality way to make 100% sure that anyone will do in the field, what they do on a range.
The sad part is that the state teaches (hunter safety) that a deer has a 8" kill zone....and they test for 9"?!.
Very sad indeed.
