You can buidl a decent target stand using 1" PVC rated at 400 PSI for about $15. Its very simple and only takes about 1 hour if you take your time.
I already had the following:
pipe glue
hack saw
Cordless drill and bits
rope
2 - J hooks
4 - old tent stakes (not required)
I bought the following at Lowes:
3 - 10 ft 1" PVC pipes rate at 400 PSI ( for thicker walls)
4 - 1 " PVC Tee connectors
6 - 1" PVC elbow connectors
Next I cut the 3 pipes into the follow lengths:
6 - 3 ft lengths
4 - 2 ft lengths
2 - 2" lengths
(WARNING glue may setup fast)
Next connect two of the 2 ft lengths together with a T connector between.
Repeat this step for the remaining 2 ft lengths.
Now place an elbow each end of the now 4+ ft long sections. The open end of the elbows shoudl be at a 90 degree angle to the open end of the Tee in the center and pointed the same direction, i.e. to the right or left. Now repeat the same steps but the elbows should be pointed in the opposite direction as the other.
Now connect the two side together with two of the 3 ft legths of pipe. When assembled correctly the end result should look like the picture below. This will be the base. Now glue in the two inch pieces into the opening of the tee ensuring they are firmly seated.
Now assemble the remaining 3 ft sections into a square using the (2) elbow connecters and (2) Tee connectors. The elbow connectors shoudl be at the top and the tee connectors should be at the bottom. The final result shoudl resembel the below pic.
(Do not glue) Now insert the top section onto the base using the reamin portion of the 2" section. It is suggested that you do not glue this section so that the stand can be dissassembled and stored or transported later.

Next to provide some support run a length of cord from each corner of the top to each corner of the base. Becare not to over tighten as it could turn your stand into a rocker.
here is an example.
Next I drilled a hole just large enough to geth the J hook started about 2.5 " from the corner of the top. I would have preferred a J hook with a nut and bolt end but all I had on hand was a screw type end. It seems to work ok for now.
Additionally at each corner of teh base I drilled holes just large enogh to insert the old tent stakes I had on hand. Its not really required but just something I had on hand to add to the stability.
