The Illinois gov. sign in to law a new non-lethal way to manage deer populations.

Section 5. The Wildlife Code is amended by adding Section
2.39 as follows:
(520 ILCS 5/2.39 new)
Sec. 2.39. Local control of deer population. A municipality
or other unit of local government that conducts a scientific
study, of at least 4 years and approved by the Department, on
controlling the deer population, using a method in addition to
taking of the deer, in that municipality or other unit of local
government and concludes, as a result of that study, that the
deer population of the municipality or other unit of local
government may be managed, using that alternative method, in a
way that results in sustainable deer populations, then the
Department must permit the municipality or other unit of local
government to implement the alternative method of deer
population control on the lands of that municipality or other
unit of local government at the municipality's or unit of local
government's own expense. The municipality or unit of local
government must report to the Department, on an annual basis,
the local deer population count, as required by administrative
rule.
This Section is repealed on January 1, 2014.
Section 99. Effective date. This Act takes effect upon
becoming law.
